<title>What do you see as the key role of Council&#63; What do you see as the role of municipal staff&#63;</title>

<description><![CDATA[The key role of Council is to represent the will of the residents of the district, while working cooperatively with councillors from other districts for the common good of HRM as a whole.<br /><br />Council must identify needs and provide direction to municipal staff, then review and approve policies which address those needs.<br /><br />A competent municipal staff will research policy options and provide council with advice which can be relied upon. Once council has developed policy, it is up to municipal staff to apply them efficiently and consistently.<br /><br />Councillors must be available to and work closely with municipal staff to ensure there is effective communication between all involved.<br /><br /><i>This question was sent out by the Halifax Chamber of Commerce to all candidates in the 2008 Halifax Regional Municipality municipal election.</i>]]></description>

Over the years, I have assumed leadership roles in everything from Beaver Leader to Board Member. <description><![CDATA[Active transportation must be a municipal priority. In District 4, I would like to see a bike/walking trail developed from Caldwell Road to the Woodside Ferry Terminal. <title>Are you knowledgeable about the Atlantic Gateway Initiative&#63; How do you think the city should support the Atlantic Gateway Initiative&#63;</title>

<description><![CDATA[There is tremendous opportunity for our region to benefit from the Atlantic Gateway Initiative. In the shorter term, there are significant resources being made available to develop the Atlantic Gateway. We must act to take advantage of them while they are available. In the longer term, developing an efficient, reliable and competitive gateway between North America markets and markets in the developing economies such as India and South East Asia is a great economic opportunity for the region.<br /><br />To achieve this, we must work together with all stakeholders, including all levels of government including those of neighbouring provinces, the Port of Halifax, service providers such as CN, terminal operators, truckers, distribution centers and warehouse operators, shipping lines, shippers and customers to develop a visionary yet actionable plan &#150; not just a list of projects. HRM should be an active participant in this planning exercise, and must be ready to make investments in infrastructure where deemed necessary, such as improved truck access and the Burnside Logistics Park.<br /><br /><i>This question was sent out by the Halifax Chamber of Commerce to all candidates in the 2008 Halifax Regional Municipality municipal election.</i>]]></description>

<description><![CDATA[Priorities for increased transit services:<br /><br />Further develop the Metro Link service throughout HRM. <br /><ul><li>Improve service to business and retail parks.</li><br /><li>Increase frequency of service, particularly beyond peak periods and later at night in the downtown.</li><br /><li>Improved service within District 4.
